Russia to Invest 3.19 Trillion Rubles for 28nm Chip Production by 2030

According to Russian media reports, the country has formulated a huge chip replacement plan, hoping to invest 3.19 trillion rubles, or about 246.4 billion yuan, to realize the chip design and manufacture of the 28nm process by 2030.

This plan had a preliminary version as early as February this year. The content is very complex and involves many aspects of the semiconductor industry, from chip design to chip manufacturing, and then to semiconductor talents.

In terms of chip design, Russia plans to start redesigning chips developed abroad and transfer production to Russia and China. It is expected to achieve 100% import substitution in all fields in 2024, and to form Russia's own technology product portfolio in 2030. This project costs About 1.14 trillion rubles.

The basic chip manufacturing is expected to invest 460 billion rubles. It is expected to start production of 90nm process chips this year, and master 28nm process production in 2030. TSMC mass-produced the 28nm process as early as 2010, but considering the foundation of Russia, 8 years later Mastering 28nm chip production is not an excessive requirement, and it is still possible.

Russia not only attaches importance to chip design and manufacturing, but also focuses on the market. The 1.28 trillion rubles in the budget are used to increase market demand. It plans to increase the coverage rate of Russian electronic products in households to 30% by 2030. The public procurement market to reach 100%.

Another is talent training. The investment budget for this part is 309 billion rubles. It plans to create 400 electronic product prototypes and carry out more than 2,000 research projects. The conversion rate of college students has increased from 5% to 35%. Research center-based project teams.
