TSMC Expands Kaohsiung, P4 and P5 Plants to Start in 2025

According to recent reports, TSMC continues to increase its investment in Kaohsiung, with plans to expand its operations by launching a major facility extension. The company is focusing on the land adjacent to the P3 plant, where it will begin construction of the new P4 and P5 plants. The planned expansion is expected to enhance TSMC's advanced manufacturing capabilities, supporting its drive for greater production efficiency and capacity clustering. Construction for the P4 and P5 plants is projected to begin in 2025.

TSMC has already outlined plans for three new semiconductor fabs in Kaohsiung. The P1 and P2 plants will focus on the production of 2nm process chips, while the P3 facility, for which construction planning, licensing, and groundwork are already underway, is expected to begin operations by 2026. The P3 plant will primarily produce chips utilizing 2nm or even more advanced manufacturing processes.

The decision to expand comes as part of TSMC's strategy to address the rapidly evolving global semiconductor landscape, international competition pressures, and the need for an optimized global manufacturing footprint. TSMC has emphasized the necessity of continuing its factory expansion efforts to meet the rising demand for advanced process capacity.

During a public meeting on the environmental impact of the expansion, TSMC's Vice President, Dr. Arthur Chuang, noted that the expansion will create significant employment opportunities, estimating up to 8,000 new positions across the five planned fabs in Kaohsiung.

TSMC assures that the Kaohsiung plant's expansion is proceeding according to schedule and in alignment with government processes. The P4 and P5 plants are slated to begin construction, secure necessary permits, and break ground in 2025, with the goal of completing construction and securing operational licenses by 2027.
