You'll need a Philips LED strip, 24V 1W. The brightness is a bit low for a desk lamp, but it's perfect as a night light. You can even lower the voltage a bit for actual use.
The materials are pretty simple. You'll need a boost converter board adjusted to 18V so the brightness is just right. You'll also need a 4056 charging board, with the charging current set to 700mA to prevent it from getting too hot. You'll need a small rocker switch, a piece of suitable wire duct measuring 4×2 cm, and a used 18650 battery with 2800mAh capacity and 36mΩ internal resistance. Under these conditions, the night light can run for nearly 20 hours when boosted to 18V.
For the boost converter board, adjust the output voltage to 18V so it’s not too harsh at night. You can attach two strong magnets in symmetrical positions, so the light can stick to the fridge or other surfaces and even be used as a work light.
For the 4056 charging board, you can stick it down using 3M double-sided tape, as shown in the picture.
You can also fix it to the back of the light with small screws.
And that's it—the entire night light is complete.
