By following the steps here, the final product will look like the picture below.
The materials you'll need are a 7-watt LED panel, a light-diffusing panel, and an aluminum alloy casing. You can take the light-diffusing panel from an old LED lamp, and for the casing, you can use an old showerhead, like the one shown below.
Once your materials are ready, you can start the DIY process. Place the LED panel roughly in the showerhead as shown in the picture below.
For the light-diffusing panel, you can use the showerhead cover as a guide and cut it to the right size.
The assembled setup should look something like the picture below.
You'll need a flexible tube, and make sure to thread the wires through it.
Be careful to protect the wires properly.
Since light won't refract well inside the unpolished showerhead, the effect won't be great. You can improve it by sticking a piece of reflective film around the interior.
If you feel the aluminum in the showerhead is too thin, you can use a piece of aluminum from a glass panel to increase heat capacity and improve heat dissipation.
Just make sure it's the same size as the LED panel.
Next, use heat-conductive silicone to attach it under the LED panel. After gluing, press the panel down with a weight to keep it in place.
Once it's fixed, you can install the light-diffusing panel and cover it. The side that lets light through looks like this:

You'll also need a large clip to act as the base for your small desk lamp.

The final product looks like this. You can clip it onto a desk, bedside, or anywhere you like.
The light effect looks like this. The 7-watt panel is brighter than a 3-watt one, and the warm light has a color temperature of around 3000K.
